Vega explic\u00f3 que esta demanda se remonta a la implementaci\u00f3n de una normativa espec\u00edfica, se\u00f1alando que \u201cdesde el a\u00f1o 2015 se promulga la ley 767 que crea el Fondo de Promoci\u00f3n en Exploraci\u00f3n e Inversi\u00f3n Hidrocarbur\u00edfera\u201d, mecanismo que ha sido financiado con aportes de distintas entidades.<\/p>\n\n\n\n
En esa l\u00ednea, indic\u00f3 que \u201cun fondo que ha sido mantenido durante 10 a\u00f1os con el secuestro del 12% del IDH a todas las alcald\u00edas, gobernaciones y universidades del pa\u00eds\u201d, lo que ha generado cuestionamientos sobre su impacto.<\/p>\n\n\n\n
